Salvia
Salvia clevlandii is an upright evergreen shrub three to six feet or more, with silvery-green leaves and a showy blue flower display in summer. The wonderful fragrance of the foliage hits you at twenty paces.
Winifred Gilmam is a cultivar with deeper blue flowers, more garden tolerant. Allen Chickering is similar, Pozo Blue is more clay tolerant.

Probably S. clevelandii
